Instant Messaging Using Google App Engine

Question

I want to implement an instant messenger web service on Meebo lines. It may seem ambitious, but it adds to the fun.

My research shows that XMPP will be a good protocol for IM, as it can also talk with proprietary protocols. I'm right? What else do I need for this?

Can Google App Engine (GAE) fit into this project? Can GAE be used to create and host an entire service? This will greatly simplify the situation. GAE also supports XMPP.

I know what I want, I need to know how to do this.
