How to prevent file overflow or file overrun in subversion?

I have a file in the repo that I don't want anyone to update.

What can I do?

You can also set files as ignore-on-commit in Tortoise, that is, you can make local changes to the file, which will not be committed when the tree is committed.

This will not prevent other people from modifying the file, but it will not allow you to check its changes. I use this to prevent checking for local modifications to configuration files.
