2d map-based game engine

I am wondering if there is any map making tool that can create landscapes for 2D isometric games and export them as some kind of xml form or other open format document.

For example, you would create a map 100x100 in size. Use the brush to paint colors or textures on tiles, as well as specific collisions and animations. Then export the textures and xml so that I can write my game to read this.

If there is no such program. I would like to suggest this method when developing 2d maps. I am a programmer, and my friend is a graphic guy who will use a map creator.

TaT Tile Map Editor is a free and fairly powerful 2D map editor. It saves the level in XML, and this data can be easily converted and imported into your game. I myself used it as the basis for an adventure Flash game. There is a training series here that shows you how to do this.
