Free PL / SQL Development Tool

Question

I am currently looking for a good (free) tool for developing PL / SQL on Windows with an Oracle XE database. I am looking to develop some stored procedures, functions and packages, and you need reliable debugging capabilities (breakpoints, variable checking, etc.).

For a SQL database database, I use the TOADfree tool, which seems to have some debugging restrictions. What other options are there?
