How to minimize the amount of space used by the GPL copyright?

The Gnu GPL page protects the following header in each GPL project file:

I find it more murder. Could it be shorter and somehow refer to the file COPYING or LICENSE?

FWIW, this is more a legal issue than a programming issue (although, obviously, it is of great interest to programmers). Therefore, not allowing any answers from lawyers, you can be careful in taking our advice.
