Why is there no CPAN for .NET?

CPAN is a really useful resource for Perl.

Why is there no CPAN for .NET? Should there be one? Are there other programming technologies or platforms that have an infrastructure similar to CPAN?

EDIT
Nobody mentioned this: is C omprehensive the base class included in .NET one of the key reasons why you did not expect to see a CPAN-like thing for .NET? I mean, there are Perl libraries for XML, HTTP, Encryption, etc., but they are all included in BCL out of the box. No one needs an FTP library other than the one built in.

By its nature, .NET is limited to one platform and is not tied to Open-Source / Free software like Perl. As a MicroSoft product, .NET also has basic corporate support beyond that, which Perl did not have. Volunteers had to create a CPAN. Although .NET support structures can be created by volunteers, so much is not needed. And these pre-existing corporate support structures fuel energy that can be used by the rising community of volunteers and at the same time suppress it, assuming that it is not needed.

MS is trying to build grassroots community support, but it will be a long way to go if it ever succeeds.
