Is Eclipse similar to a native GUI?

I am currently reading about SWT. It is often written that Eclipse as a SWT application looks like standard graphical interfaces of a host platform or OS. But I do not think so. At least under the windows, the tabs of the eclipse views are not like the tabs of standard windows.

Why is this? Was it different? What about another SWT application?

It really gives you a natural look where possible. On some platforms, you will not find your own versions of all the controls in SWT, and then you need to emulate them.
