How to delete a file in RCS?

Does RCS have something like svn / p4 delete where it stores the file history but marks it as deleted? Or am I just deleting the file and the corresponding file v in the RCS directory? What is the recommended way to delete and / or move files using RCS?

RCS has nothing to do with 'svn delete'; It does not manage directories.

You do not want to delete the RCS file (RCS / filename, v); you need this to access past work and historical versions. You just don't get (co) it anymore from RCS.

You asked about moving files. There are (at least) two options.
