Settings are disabled in the context menu of the flash

Question

I have two flash movies, both seem to have the same insert / object options and publish the settings, but one will display the Settings option and the other will not. I would really like the user to be able to choose the settings, but cannot understand how to make him turn it on or even find any information about the circumstances in which it will be turned off. Google just wants to tell me about custom context menus, which is not the case at all. Does anyone have any clues?

Argh. It was the size of the flash movie scene — too small to display the settings dialog.
