Wildflower CMS is not a CakePHP plugin ... Baked simple CMS is a CakePHP plugin ... what's the difference?

I just started playing with CakePHP and I found Wildflower CMS . I like this idea, and I'm going to start working on it. I have a question, however.

In README, I found the following: "Wildflower is not and will not be a CakePHP plugin . " What is the difference between Wildflower and something like 'Baked Simple' which claims to be a CakePHP plugin?

Is Wildflower the whole Cake app, while Baked Simple is just a plugin for use in another Cake app? Can someone shed some light on this? What would be the advantages or disadvantages for each of them (thinking that you want to use one of them as a base for your application, but skip it quite a bit)?
