C # Failed to load file or assembly 'Microsoft.SharePoint.Library'

Question

I am developing a 64-bit version of Windows 7 with the launch of MOSS (SharePoint), this is my dev machine.

Now, when I deploy a web service application on a 32-bit Windows 2003 test server (without using Sharepoint), I get this error.

Failed to load file or assembly "Microsoft.SharePoint.Library, Version = 12.0.0.0, Culture = neutral, PublicKeyToken = 71e9bce111e9429c" or one of its dependencies. The system cannot find the specified file.

The DLL is explicitly copied to the bin directory (Microsoft.Sharepoint.dll).

Any ideas?
