An application that runs in the background and causes user errors. (At the request of the user)

I need to run a program that will be in a predetermined interval of users, open and bring to the forefront (preferably a very beautiful) style window, to ask the user to fill in some details. I wrote some regular cocoa applications, but this seems to require some extra knowledge that I don't have (: where to start?

(And before anyone gets upset, I might want to trick people, the purpose of the application is to create an OS / X version of what we have at work, which allows the user to request to be reminded to fill out their timecard / report in / in user-configurable time period)

The closest I can imagine is to be a growl.
