Disabling the ability of a window to respond to a ping request

im write an application designed to accept the icmp echo request and respond to the icmp echo reply according to its criteria. the problem is that windows xp takes the accepted ping and quickly answers the sender with the answer. I tried to disable this feature through the Windows firewall and the microsoft management console, but it disconnected me from sending a ping response through my socket application. Help? thanks
