Why can't the cost of garbage be a random number?

This question may not be language specific.

  • Is it possible to create a true random number?
  • If not why, random number generation must go through some kind of algorithm, then why garbage values โ€‹โ€‹cannot act like random numbers.

He can. Depending on your definition of a random number:

The pseudo-random number generator forms a sequence that will be repeated sooner or later.

Of course, very long sequences can be almost indistinguishable from "truly random" numbers.

The "garbage value" can be used to seed a random number generator, but then the question will be "what range of values โ€‹โ€‹is used for the seed?

This can lead to predictability, since we know that some pseudo-random number generators produce the same sequence if they are chosen the same way.
