Flash file system file access without air?

Is there any workaround that allows actionscript3 to write to the file system without satellites?

The reason is that in order to use adobe air, each visitor to the web page will need to set additional air supply time, and this is tiring. Most users will have the Flash plugin, not Adobe Air.
