Removing Subversion User

I take over the server from a developer who has disappeared and who has a system configured with Subversion. I have never used Subversion, but you need to make sure that it cannot use it. I have a login.

My question is:

Is there any way for root to modify / delete Subversion users without logging in to Subversion?

If that doesn't make sense, mainly because I don't understand how Subversion works, and therefore cannot ask the question correctly.
