Windows Resource Editor for Linux

Is there any command line tool for Linux (FreeBSD, etc.) that can be modified as a Resource Hacker versioninfo in an exe file?

There are some utilities for this purpose under Windows, but I'm cross-building Windows Tcl Starpacks on FreeBSD.

In the course, you can recompile TclKit with my versions and icons, but I do not want to do this for every other application - it seems that an improved version of starpack.exe is the best solution.
