What are the basic knowledge requirements for a Perl developer?

What are the concepts a new Perl developer needs to know in order to find work. I want to say that such a concept as CGI programming, OO concepts in Perl, the use of another module from CPAN, etc.

Perl related concepts are one category (including regular expressions, OO, cpan, etc.); you, apparently, need to prove that they are mastering them - perhaps, well performing the tasks of understanding, fixing and expanding the existing code (which, as I would interview the candidates, I was instructed to hire perl programmers).
