Replacing the Start Menu

I want to make my own replacement in the Start menu, and I'm trying to figure out which approach to use. There are several ways to activate the Start menu: click on it, press the Window key, press Ctrl + esc or the tab until it focuses and touches the space bar or enter a key.

I know enough about win32 to do each of them separately, and I could figure it out with Spy ++. I would really like to know if there is an easier way, and I can not find useful articles.

I would like to do this for XP and Vista / Windows 7.

You can use WindowBlinds and create your own Start menu.
