Is there a way to print a link to the console?

Is it even possible? Can the console format the link so that it is accessible? that is, a link that launches the application or something else when clicked?

Not unless your terminal supports it, and most of the terminals that I know about do not support this feature. If your terminal supports hyperlinks, read its documentation - perhaps, for this, execute some escape sequence similar to ANSI escape codes .
