Version control of test cases

Should the test plan be stored in version control with code? That is, the test plan and code are placed in the same version control system and have the same revision. I'm not talking about unit test code, but a test plan document filled in with manual test cases. There are several web-based test case management systems, but I doubt the test cases are version-controlled and synchronized with the code?

UPDATE: Acutally I am looking for a web-based testing management system for my arrangement because it makes it easy to access members of the development team (i.e. no need to use VC to verify the testing plan from the repository), However, I would prefer so that these control plans control the version synchronized with the main stages / versions of the software. I did not find any testing management system to meet this need. Or am I looking in the wrong direction?
