Could ARM9 Prefetch Abort Exception be a software issue?

Question

So, I get a prefix-abort exception on our arm9 system. This system does not have MMU, anyway, can it be a software problem? All registers seem correct to me, and the code looks correct (not corrupted) from the point of view of JTAG.

Now I think this is some kind of hardware problem (although I do not want to say this - the hardware has been wonderful so far).
