What is a use case? How to define a precedent?

The question is quite general. What are the points to keep in mind to determine the actual use case? How to approach the precedent?

A use case identifies, with certainty, a task or goal that users can accomplish using the program. It should be written in terms that users can understand.

Wikipedia's description is overly formal. Soon I will dig up other texts. In contrast, the original wiki article is much more accessible.
