Visual Studio Project Template and Private Assembly Link

I noticed that someone else asked a similar, if not quite the same question, but the answer did not help (I, anyway).

I have a project from which I am creating a template. When I go to the assembly link in Program Files, the template project itself will be perfectly created, but any projects built from it cannot find the assembly link. I tried to edit csproj directly, but that didn't work either. How can I reference a non-gaced dll like this? Am I forced to use the IWizard trick?
