Can you solve my odd issue with CSS Sharepoint cache / setting?

I have a strange situation with my sharepoint css.

It is being deployed as part of the .wsp solution, and so far everything has been fine.

The farm in which it is deployed has several web page ends and one application server and SQL block.

The symptom is that if I spread the solution, then using a web browser to view the page, it has no styles, and if I access .css directly, I see the first 100 or so .css bytes.

However, if I go to the sharepoint constructor and look at the file, it looks great, and if I check and publish it (setting up the file, but without actually changing anything in it), then the site works fine and loading css completely.

There is quite a bit of caching on servers. Databases based on disks and objects. as far as I can tell, I cleaned them (and issreset should clear them anyway ... right?)
