VB6 will not create an exe file - but does it use?

Question

I am trying to compile a VB6 project. The File menu is used to display MAKE PROJ1.EXE. Now it displays MAKE PROJ1. (note EXE is missing) The program works fine in the IDE. I can start with a full compilation. I can even create a customized drive from the packaging and deployment wizard. I have a successful installation, but the package will not work. There is no exe file. Another vb project compiles just fine. Can anyone lend a hand?

What is strange

Open the .VBP project file using Notepad and verify the following entry.

ExeName32="PROJ1.EXE"
