Going beyond LIKE in the search

How does it look like the “Related Questions” search works here when you submit questions: what open source systems exist where your search queries go beyond SQL-based LIKE matches? I want to be able to query “he said it” and get results that include “she said it” (with “said it” is the key, not the semantic meaning of him / her). Again, it seems like my headline, “Go further LIKE in search,” lists among others the question “Going beyond the iframe”.

FYI: this is for a Ruby on Rails application. No specific database engine is required except its free / open source (for example, without Oracle, MsSql, etc.).

In the full-text search engine, the big OS I can think of is Lucene .
