Is multiple standalone IE a Microsoft license violation?

I just found the IE Collection , a few standalone installers of IE (IE 1.5 - 8.0!), And it was a lot of help for finding small rendering problems in my CSS. My concern is that our MCSE / IT guy says this is a violation of the Microsoft redistribution rules. Am I breaking the rules using this? Do others use the IE Collection or other standalone installers, or just stick with Microsoft's prescribed image guidelines?

I also use this, and frankly, I found this because a Microsoft employee posted a link on his blog. I am not saying that this necessarily means that everything is in order, but it seems that everything will be all right with you.

I cannot comment on the licensing issue (or the political pain you may have experienced by interviewing Mr. IT), but think of Microsoft as Internet Explorer VPC Image application compatibility as a possible solution for your testing needs.
