Java EE application using local disk. How bad is that?

So, we have this application, which we are forced to install on our servers. This is the only war file, and when you first enter this application, it creates a folder on the local drive.

And for some reason, the application stores data here. Some statistics and data. This application also uses a database. God knows why they cannot store everything there.

Running a multi-server application server cluster annoys me. Folder copying, backup and general clogging of application servers.

On a scale of 1 to 10. How bad is this design? And will you allow the use of such applications on your server?
