Eclipse The new plug-in project wizard may focus on the eclipse version, but where is this information stored

In Eclipse (3.3), if you run the project wizard for the new plugin, the first page has a target platform where you can target the version of eclipse.

This information is stored / used, and if so, where?

Also, if you then create the extension, the plugin.xml file is created, and at the top (for me):

<?eclipse version="3.2"?>

Where did this version come from? Does it depend on the extension you just expanded? Will it be updated / changed?
