How to embed a video in an HTML page

sorry for the confusing and subjective question, but multimedia is completely out of my field of expertise.

I know that there are several alternatives for embedding videos on a page. There is an HTML 5 tag <video>, there is a type of content video/oggthat no one seems to be using, there is a built-in Flash SWF or Flash FLV, I think that Silverlight has something and, finally, there is an external hosting.

My need for a video tour on a commercial site, it should be pretty good quality. Good hosting is around $ 100 / month (I looked at viddler.com, the ones that use 37signals), over my budget. Is there a good commercial hosting for less than $ 20 / month?

So, I am considering alternatives. I believe that the best thing about SWF is that it’s a proven technology supported by many platforms. In addition, I will need to use my components to chart anyway later on the road. Which tool do I need? Standard Flex Builder, Professional Flex Builder or can I use the free Flex SDK?

What other alternatives exist?

You can create a youtube account, upload your videos, and then embed them on your site. It is free to use, widely supported, and you can reach a large audience this way.
