Bluetooth development kit for customizing modulation algorithms

We need to perform some experiments using the Bluetooth protocol, and for this we need a developer kit that allows us to implement / modify various parts of the Bluetooth protocol stack .

We are looking at the TI MSP430 Wireless Development Tool ( EZ430-RF2500 ). This kit contains the MCP430 MCU and the CC2500 Multichannel RF Transceiver.

The CC2500 is able to perform GFSK modulation, and thus this kit allows us to implement everything from about half of the Baseband block, Link Manager, logical communication adaptation protocol, etc. in software. And therefore, allows us to make the necessary changes and experiments.

However, we also need to be able to tune the actual modulation algorithm, as this is an important part of the experiments. CC2500 does not allow this.

What set of developers allows us to implement (part of) the Bluetooth protocol stack, including modulation algorithms in software?

It is also important that this is a development kit, not just a pair of ICs that can be used in combination for this purpose.

My guess is that we need some kind of software set of radio installations containing a simple RF 2.4GHz interface connected to a programmable DSP that performs the actual modulation. Unfortunately, I could not find such a kit.
