How to import or create an Outlook 2003 (.rwz) rule with VSTO 2005?

Question

I would like to automatically create an Outlook rule (move an email containing something in the xyz folder), but don't know how to do it. Of course, I can create a rule and export it to a .rwz file. This file can be imported manually, but how can it be imported automatically?

Is it possible to import a rule through VSTO 2005 Outlook (2003) Addin? Or can I create a rule from this add-on?
