Why does datetimeoffset have 28 timezone hours?

I am studying using datetimeoffset for SQL Server 2008. According to the article

Life near the time zone border, which included a 20 hour jump, would be very difficult, so political actors near the International Date Line simply define their time zone as an extension of +/- 12 for the convenience of people living there.

This makes the effective “data flip line” have a very funny shape, but never affect the “neighbors” for a fairly broad definition of “neighbor”. This is only possible because of how quietly populated the Pacific Ocean.

In some places, the clockwise offset is greater than 12. I can only remember Tonga (+13), but maybe more.

Edit: ah, Line Islands, +14: 00 :)
