How to change the "date change" of any file in the premium version of Vista?

In Windows Vista, how can I change the "modified date" of any file (text / binary) without editing it? I mean, just changing some of its properties.

In Win-XP, if you had to change the date of any file (text, binary), in the file properties menu, you could add any line in one of the fields, such as Author, Comment, summary and save this line. the last date and time with the changed date will be displayed in the file. This is what I want to get in the Windows Vista home preview using the Windows settings or registry, etc., but without any third-party tools / programs that need to be installed.

I found the following Command Prompt command that executes the Unix "touch" equivalent, which will update the modified date:

copy /b test.txt +,,
