Developing an Outlook Plugin with Visual C # 2008 Express?

I want to experiment with developing an Outlook plugin. I am using the express version of Visual Studio, and it seems that the Outlook integration feature is not available in Express Edition (intentionally).

Is this really so?

Are there any third-party libraries that allow you to connect to an Outlook model using Express Edition?

You only need to install Office Interop Assemblies and specify them .. then you should be good to go.
