Can I install IIS 6 or 7 on a computer running Windows XP?

I heard that this is not possible because you need to install Windows Server, but it seems ridiculous, because how would you create a local development environment? In any case, curious if possible.

Windows Server OS 'Exlcuding, IIS6 Needs Windows XP Pro 64-bit and IIS7 require Vista.

The thread on the Microsoft IIS website also says you can, since the 64-bit WinXP Pro ships with IIS6.
