MS Access Query Designer - similar functionality using standard .NET 3.5 controls?

Question

I would like to achieve something very similar to the Microsoft Access query designer - I'm talking about a plane (canvas?) - as a surface on which users can place and move controls. Is it possible?

If this is not possible with the free .NET controls, then are there any paid ones that offer similar functionality?
