Is it possible to move a project from one place in SVN to another without losing the history of changes?

If you want to move files inside your working copy, possibly to another subfolder, use the right-click drag handler:

  • Select the files or directories you want to move.
  • drag them to a new location inside the working copy.
  • release the right mouse button
  • in the pop-up menu, select Context menu → SVN Move files with version here

Yes. svn movesaves the history of moved files. If you reformat the file name, the answer is more complicated. See the SVN FAQ: http://subversion.tigris.org/faq.html#case-change
