VCDIFF for Java or alternative binary formats

Question

Is there an open source Java implementation of the VCDIFF binary decomposition format (decoder and encoder)?

There are xdelta and open-vcdiff , but these are both C. libraries.

Alternatively, other formats / algorithms that can be used to create diff for binary files with Java can be used?
