I doubt even if you use dsPIC.

If you are targeting a chip that is limited to you, you probably want to look at codecs designed to work in a small embedded environment, not MP3. If you just want to make compressed sound, this is a possible solution. Speex library . There is a version packaged by Microchip for dsPIC processors.
