GUI development for J2ME application

How to create a J2ME mobile phone application with a graphical interface similar to the menu you see in Java games? I tried midlets with Netbeans, but they only display one GUI element at a time. (text box, selection, login, etc.)

And which Java IDE would you usually develop in these GUIs? Netbeans or Eclipse? and is IntelliJ IDEA useful for this?

Should I write / get a library that draws GUI controls for display through raster functions .. and tracks keystrokes pressed for focus?
