No. Dashcode is more suitable for creating webapps. To create an app for the App Store, you must compile it with the iPhone SDK, and for this you need to use Xcode. In addition, Dashcode is predominantly JavaScript-based, while iPhone applications must be written in Objective-C.

I have never used DashCode, but since you can call the browser from Objective-C, you can use any HTML / CSS / JavaScript solutions in Mobile Safari. Check also iui, xui and jQTouch.
