GNU CC and Windows

I am a bit confused about the settings for using GNU CC on Windows.

If I want to primarily develop console applications (as opposed to graphical applications), what do I need? Where are the numbers Cygwin and MinGW? For example, if I use the NetBeans IDE C / C ++ option, which requires installing Cygwin.

Are there any options that would allow me to develop console applications without Cygwin?

Both MinGW and Cygwin provide you with the gcc compiler, but if you use MinGW, you do not need to install Cygwin because it uses its own Windows libraries, not Cygwin libraries.
