Are rectangles fixed height in RDLC reports?

I have an RDLC report with an additional report that I want to be in A4 format. The number of lines in the subreport may vary, so I put the subreport in a rectangle so that if the subreport is short, the rest of my report is not reduced. According to the documentation, the rectangles have a fixed size. This works great when I display a report on a web page, but when I run it in ReportViewer in a WinForms application, it is compressed!

Is this a known issue, and does anyone have any ideas on what to do with this?
