What is the best way to pack a site

Question

I am working on a Tomcat-powered website that stores a lot of member data, and I'm not sure how best to pack it.

I want to be able to launch a war easily, without having to first remove anything from it.

My first thought was to split the member data into my own directory outside the war, but my problem is that some of this content should be linked on the website (images, etc.).

There must be a better solution than starting a war and then copying the data. Anyone have any suggestions?
