How to create a charting application in .NET?

I want to write a GUI hosting application that allows users to draw and comment on simple “maps” of seating areas.

The end result will probably look something like Visio, but specifically for manipulating my seating model, rather than creating files.

Java-land has Graphical Edition (GEF) - is there something similar in .NET space? Should I just use the System.Drawing.Drawing2D primitives and handle it all on my own?
