Silverlight 3 feature from browser

I am currently studying new technologies for our company development roadmap and see that Silverlight 3 has the ability to install the application on the client’s desktop.

Is this function a full or partial emulation of the WinForms application and does it provide access to all or limited local resources on the client computer?

The Silverlight 3 Getting Started page lists some details. Scroll down the page and read the details in the section “Out of browser capabilities”. It says that Silverlight 3 applications are sandboxed and, although they have access to persistent storage, that storage is separate from the regular file system.

it is not a winforms application at all, it will even work on linux (through moonlight). it provides some access to resources, but it is isolated if the user does not allow specific access. Just like an adept.
