A simple web-based tool for non-user users.

I recently had a lift among people who are looking for web applications that look good too. Although I'm not a very designer guy.

I need a tool that is not as complex as Photoshop or Stylevision, but still helps to create a beautiful clean web interface (like stackoverflow) that can then be integrated into the ASP.NET main page, etc. Therefore, there is no built-in css; resources must be separate.

All customers are looking for something in the style of Web 2.0, so this will be the goal. Flash etc. Not required. Canned topics are likely to be fine too.

Does anyone else do one person's army thing?

UPDATE: Good suggestions below for raw materials, but what tools do people use? Expressions, an Adobe product? Is this a good editor?

Simple vector graphics apps can do a pretty good job, what are you thinking. They use primitives, such as rectangles, and give you basic control over the manipulations, without great pain, to deal with the pixels themselves. Obviously, they also have text and image placement, which also works.

I can offer Adobe Fireworks, Adobe InDesign, Microsoft Visio or Omni Group OmniGraffle.

I use CSS themes available on the web. You can check this question which has a list of free css themes .

Search the web 2.0 icons on the Internet and you will get many free icons that you can use in your applications.

If I want to make simple logos, buttons, etc., I usually use Adobe Fireworks to create graphics.
