If you are just starting out and looking for a standalone host, I suggest VisualSVN . It is a lightweight, extremely easy to use SVN server and free. I used it for small projects at work and at home. It includes security, with ACLs at the folder and file level based on local or Windows users.
Subsequently, you can switch to more powerful servers or an external hosted solution; you can simply unload the repository from VisualSVN with standard svnadmin tools and easily load it into something else.
For the client side, I use TortoiseSVN and love it, and I understand Ankh has gotten better since I used it.
